Default how to keep inserted pictures out of the header space/margins

In line graphics behave like large font characters so as long as you have
the graphic on a line of its own you will not have a problem. You can use
ordinary text formatting to move the image laterally eg CTRL+E will centre
the graphic between the current margins.

ensures that the image will never interfere with the Header/Footers
and also gives added functionality because you can apply a

With Top and Bottom layout, have you turned off the "Allow overlap"
option on the Picture Position tab. I am not sure if this feature
will affect the problem you are having.
