I think this is a nice solution. You can download the Windows PDF Tool from www.pdftool.eu. Drag and drop PDF and Office files into the tool. The tool combines your input file with a PDF letterhead file (overlay or underlay). If do not have PDF Letterhead you can design one on the website as well (WYSISYG HTML 5 editor - web to PDF).
