Default how to turn off 'filter keys'

Start menu Settings Control Panel Accessibility Options. Uncheck the
box for Filter Keys.

To prevent it from starting when you lean on the Shift key too long, click
the Settings button in the same dialog and uncheck "Use shortcut".

Also check "Give warning..." on the General tab.
