Default Why doesn't MSFT Word have a dictionary?

It does. Definitions no. Word 2003 Help returns this:
Look up words in the dictionary
1.. On the Tools menu, click Research.
2.. In the Search for list, select a dictionary. For example, click
Encarta Dictionary: English (North America).
3.. Do one of the following:
a.. To look up a single word in the document, press ALT and click
the word you want to look up.
b.. To look up a phrase in the document, select the words you
want, and then press ALT and click the selection.
c.. Type a word or phrase in the Search for box, and then click
Start Searching .
Results appear in the Research task pane.

Notes

a.. Microsoft Office OneNote 2003 does not support ALT and click.
Use the right mouse button (right-click), and click Look Up on the shortcut
menu.
b.. If you don't find the definition you need, click Research
options in the Research task pane, click Parental Control, and then ensure
that Parental Control is not turned on. Parental Control may filter
definitions from the set of results.
c.. In Microsoft Office Outlook 2003, the Research task pane is
available only when you are reading or composing e-mail messages.
