How can I bleed a picture in Word so that there is no white border when
printed?

I know there is a way to do it. If is not with Word, is with other Office
program. I will check my printer for that, though.

Default Picture bleeding

It is specifically a printer issue. Word will not print beyond the margins
reported by the printer driver. If your printer can do borderless printing
you're fine; if not, you're not.
