Default bullets and numbering problem

I'm very knowledgable in using Bullets and numbering. I'm using bullets and
numbering to create an outline to look like this
1. first level
a. second level

The problem is that after hitting enter to start a new line, when I hit the
tab, the second level doesn't appear. Pressing the tab button only moves the
cursor, looks like

1. first level
2. second level after pressing the tab buttom does not produce the
proper numbering (a.)

first-indent with tabs and backspaces."

Now, how in the world did that check-box get unchecked is going to bug me to
no end...
