Default How do I create custom letterhead in word?

I have a beautiful design that was created in Adobe Photoshop. I would like
to use this design in Word 2003 as letterhead for all my correspondance, but
I can't seem to find a way to turn it into a template. The file is currently
a jpeg, but I can save as a variety of different file types, but I can't find
anything that Word can open and use.

Word doesn't normally have a problem with JPGs -- what happens when you
import it using Insert Picture ?
