Default Bullet generation

On several Word documents, when I add a new bullet, the document converts
everything to that bullet. I must hit undo to take it off of the full
document and only apply as needed. Conversely, when I delete a bullet it
remove them all from the document and undo puts me back. I am now finding
that when I add a bullet it also adds it to the header and footer. It does
not happen to all documents.

Is there a setting that must be changed to prevent this unwanted mass
changing?

the problem.
