Default Why is the margin larger than set in page set up

I am printing a document on A4 paper in word 2003. I went into page set up,
put in A4 paper. I have set the left and right margins at 1.5", the top and
bottom at 1". The horizontal ruler ends at 7" about an inch from the right
page edge. This inch is not included in the printable are and thus the
effective right margin is very large. How do I reclaim that wasted space?

Does the document contain comments or tracked changes?

Yes it does. It has some comments inserted. I tried taking them out , but
no difference. I'll try again. Thank you.

If you don't want to remove the markup, you can disable the "balloons"
(which Word is allowing space for) or print without the markup by setting
the view to Final before printing or by explicitly choosing "Document"
rather than "Document with markup" in the Print dialog.
