I insert a TOC and the page numbering is just fine. After saving and
reopening the document the TOC shows all entries at Page 3. The link, using
CNTL, doe spring to the correct page however.

No one else seems to be willing to tackle this, and I can't find anything
resembling this in the KB, so I'll offer the only thing that comes to mind:
if the numbers don't correct themselves when you update the TOC (F9), then
possibly the problem is caused by something similar to the problem described
in http://word.mvps.org/FAQs/Numbering/PageNumber0.htm
