Default I can't see my photos' top borders in Word

I have a 40 page Word Doc with several photos throughout, and only one is
showing the top border. To create borders, I went to Format - Borders and
Shading - setting: Box & style: first option (single line). I never had
this happen before...HELP!

Is this also true in Print Preview? Does the border not print?
