Default Automatically Update Document Styles does not update

Office 2007 SP1
XP Pro SP3

Problem: Automatically Update Document Styles does not update

Assume you have a DOCX document.

In your document (not the template), modify the following built-in styles to
have underline and red:

Heading 1 -- linked paragraph and character style
Strong -- character style
No spacing -- paragraph style

Go to Developer tab | Templates | Document Template icon | Templates and
Add-ins Dialog | Templates tab | Automatically Update Document Styles
check-box

Check the Automatically Update Document Styles check-box.
Press OK button.

Problem: The built-in styles Heading 1, Strong, and No spacing are not reset
i.e. they are still underlined and red.
Note: Organizer points to Normal.dotm as expected.

Why are the styles not reset?
