[It would seem to be harder to implement than, say, hyperlinked TOC entries, because a TOC entry is unique -- an index entry, even on a particular page, might not be.] You could create TC instead of XE entries to mark the words for your index, and then create a TOC from these TC fields. But, the TOC will always be in order (of appearance), not alphabetically. A macro unlinking the TOC result and ordering it alphabetically is certainly a possiblity.
