Default Be able to put toolbars on same row as menu bar in Word.

Toolbars can be put anywhere on the screen but on the same row as the menu
bar. Being able to put them on the same row would utilize currently wasted
space. I'm using Word 2003.

You can add toolbar buttons to the menu bar, though.
