Problem with Help

Default Help references Tab that isn't there

Apply a theme
Show All
Hide All
Do one of the following:

To a new Web page

On the File menu, click New.
Under Other templates, click On my computer, and then click the Web Pages
tab.
Double-click the template you want.
On the Format menu, click Theme.
In the Choose a Theme list, click the theme you want.
Select the options you want.

That is all good, but the Web Pages Tab doesn't exist. Searching for "Web
Page Templates" doesn't work, because the list that comes up is way too long.
