Default numbering some items in a group

Not sure of the proper terminology here but I am trying to number the things labeled as "Minor Repair" and "Safety Concern" below. Those labels are applied as a style and are in Garmond font.

PLUMBING SYSTEM

Minor Repair The flexible accordion type drain fitting at the kitchen sink is not an approved fitting. Drainpipe and fittings are required to be smooth and free of fouling surfaces and must be listed for use in a drain system.
Minor Repair Showerhead plumbing is loose where it goes through the wall.
Minor Repair The shower diverter valve drips water from the diverter knob when the shower is running. This is typically an inexpensive repair.
Safety Concern The temperature of the hot water was 130 degrees. The temperature is unsafe. The temperature should be lowered to no more than 120 degrees.

HEATING AND AIR CONDITIONING SYSTEM

Minor Repair Conditioned air is leaking from the HVAC ductwork in several spots. We recommend the use of mastic rather than tape. (Tape will not stick well to old dirty ducts.) Location: at the air handler


I was able to make a custom bullets and numbering thing to place numbers next to the items. Only problem is it also applies the numbering and "Minor Repair" to the main titles (ie "Plumbing System") not just the repair and safety items (see below).

I have played with this off and on for months and can't figure it out. I can do this by inserting tables but it takes too much time and it throws another function off that I use (photo insertion).

Any help would be appreciated.
