Would you clarify why you are using a router? Is it that you are using the
Ethernet switch component to network your two computers and the router is
used to share an Internet connection?

If that is the case, the 'routing' side of things has absolutely nothing to
do with sharing the printer. My guess is that you have the printer sharing
set up on Windows 98-SE. On the XP computer you need to install the same
Windows 98 printer driver and not a Windows XP printer driver - because you
are printing to a printer spooling through Windows 98.

Is this how you have it set up and what type of printer are you trying to
share?
