Default Using Outline mode

When I am in Outline display, and the section is collapsed, in addition to
the plus sign there is a dotted line under the text, how do I remove that?
The plus sign is enough to tell me that the section is collapsed, I don't
need that dotted line, it's quite distracting.

I'm afraid there's no way to remove that. It doesn't simply indicate that the
outline is collapsed; it also means there's "plain text" (no outline level)
under the heading.
