Default Why can't I set tabs by clicking on the ruler?

This has been bugging me for a while. I used to be able to click on the
horiz. ruler to add new tabs. I could also double click and drag the
indention markers. For some reason I can't do any of this anymore. The only
way for me to add or move a tab is to go into the Format drop-down menu and
select "Tabs...." And to change the indention, I have to format the
paragraph.

What gives?

I'm using Word 2003

I can only tell you that this isn't normal. Try using Help | Detect and
Repair.
