I am trying to make a form but do not want everything in a table. I am
trying to put lines on the page that later can be typed on with the computer.
I am trying to design a template for a form that I can use over and over but
the way I am doing it, either the line splits or the border line is all the
way across the page.

as well as the links there. For what you want to do & form design in
general, however, I don't think you'll be able to avoid the use of tables
altogether... but note the use of the plural as suggested in the articles;-)
