Default Tear Off Strip

How do I insert a "Tear Off Strip" into a word document? I can do it by
putting a hyphen across the page but there must be a better way.

You didn't say what version you have, but this works in Word 2003.
Click the line icon on the Drawing toolbar. (not showing? right click on a
blank space on the tool bar and check drawing), place your insertion pointer
(now crosshairs) at the left, hold down the shift key and drag to the right.
Click on the line that you have created and on the Drawing tool bar and
choose the Dash Style that you wish.

You can use a broken-line border. Select the paragraph above or below the
line and go to Format | Borders and Shading. Select one of the broken styles
and the desired line weight, then click to apply a bottom or top border as
appropriate.
