Default Features on my Developer tab do not work in templates

I am learning about templates and want to use the features like Date Picker
and Rich Text to add items that change. But these features are not always
active, they are greyed out. Why are these inactive?

Default Features on my Developer tab do not work in templates

The content control tools aren't available when working in Compatibility
Mode. So, if only the Legacy set is available, then that's probably the
issue.

If a content control is already selected, those tools will also be grayed
out.
