Is there a way to word 03 to automatically resize all inserted pictures to a
specific size

As you insert them? - Insert into table cells of fixed width - the graphic
will adapt to the width.
Already inserted? - you'll need a macro. At its simplest the following will
resize all images inserted to 4" square - however, depending on what is in
your document this may not work in quite the way you envisage.

Dim iShp As InlineShape
' Resize floating shapes
For Each oShp In ActiveDocument.Shapes
With oShp
.Width = InchesToPoints(4)
.Height = InchesToPoints(4)

' Resize in line shapes

.Width = InchesToPoints(4)
.Height = InchesToPoints(4)

You might find it better to pre-set the images at the required size in a
graphics application - such as the excellent SnagIt, or the free Google
Picasa 2
