Default Allow headers & footers to be viewed undimmed for web.

Word is becoming the software of choice for educational publishers to use for
their web based products. At present headers and footers have to be repeated
page after page manually to avoid them being dimmed on screen. A simple
option to turn this facility on or off would be a great advantage.

It would make more sense for educational publishers to use PDF as their
format of choice. Word was never intended to be used for onscreen documents.
