Default Proctect Document, Restrict Formatting and Editing does not displa

Using Word 2007. The Restrict Formatting and Editing options has stopped
displaying. It did work for sometime but now when I click on the Protect
Document button then select Restrict Formatting and Editing nothing displays.
The other options under Proctect Document, Restrict Permissions do display
their sub-menus.
I've run the Microsoft Office Diagnostics, one repair was made; I don't know
what was repaired, but it didn't fix this issue. This is broken at the Word
level, the button does not work on any document, a new one or an exsiting
one, I open
on this pc. I can go to another pc and this does work. I can Protect a
document using a macro, but does not work from the button on the Developer or
Review Ribbon.
I am not in Design Mode. If I open Word in Safe Mode, the Restrict
Formating and Editing options menu displays.
Any ideas of how to fix this?

Exit Word and then delete the Data key in the registry. Does that fix things?

See also http://word.mvps.org/FAQs/AppErrors/MissingMenusEtc.htm, but note
that the article has not been updated for Word 2007.

Note that starting with the /a switch is meant for troubleshooting purposes.
Sometimes it can fix problems, but if you have to run Word with that switch
all the time, then you haven't really taken care of the problem.
