Default footnote numbering after section break

I am using office XP word.

I need the first page number of each chapter to be on the
bottom of the page and the second page number and onward to the end of the
chapter to be on the top of the page. I can do this by inserting
section breaks. My problem comes in when I am trying to renumber the
footnotes in each chapter to begin with 1. I can do this for the first
section on
the first page of the chapter, but the second page of the chapter
with its different section break (made so I could accommodate the page
number format)does not allow me to have the footnotes be continuous
from the first section on the first page of the chapter or does not allow
me to start with a number other than one (to make continuous with the
footnotes on the first page of the chapter.

Any insight would be appreciated...thanks...
