Default How do I change a file extension from rtf to .doc or txt

Simply change it in Windows Explorer, but the file will still be RTF format.
What you need to do is to open the file and save as either plain text of
Word document as required.

I recommend use https://convertio.co/rtf-doc/ it's free and easy to use.
