Are you trying to put a border around some words? Select the word(s) go to
Format - borders and shading, click on the second icon on your left, check
in the apply to section if text is selected and not paragraph. You can also
use the border button on the tables and border toolbar.
If you are trying to put a border around two lines within a paragraph you
will have to end the second line with an enter and put a paragraph border
around it.
