I have made a merge template with a filename in the footer (using INSERT,
FIELD, and file name with full path).

After the merge is complete, the footer is not updating -not when I print it
or save it or preview it or close then open it! Is there some other command
I can use that will actually give it the correct path/filname?

You should update (F9) and then unlink the field (Ctrl+Shift+F9) before
executing the merge. The file name of the document produced by executing
the merge to a new document of "Letters#" is rather meaningless and that is
why that field is one of the ones that is not preserved during the execution
of the mailmerge.
