I have a procedure manual. Each section is numbered sequentially, in the
header. e.g. 8.1, 8.1.1, 8.1.2, using outline format. There is a NewPage
Section break between each section.

I would like to generate a table of contents from the outline structure.
TOC will not pull from heades. Is there anyway to do this through the
outline structure?

I cannot move the title into the body, as I need it to repeat on each page.
I could add TC fields, but if I instert a section, the TC fields have to
updated manually, which defeats the purpose.

Any idea?
