Default German (Germany) spell checker

Why isn't there a German grammar/spell checker yet? There are odd languages
like Czech, etc. but why not a German one

If you take a look at

you will see that there is most certainly a spell checker for German.

German proofing tools are included with the following language
versions of Office 2003: Bulgarian, Croatian, Czech, Danish,
Estonian, Finnish, French, German, Greek, Hungarian, Italian,
Latvian, Lithuanian, Norwegian, Polish, Slovenian, Swedish, and
Turkish. If you have one of these language versions, you can
install the German proofing tools from your Office CD. If you
don't have one of these language versions, you can purchase the
Office 2003 Proofing Tools CD and install German proofing tools
from that. See

is it possible to download one or do you have to buy a disc?
