Default How to protect the heading/picture in fax cover not the body

I want to create a fax cover sheet with a logo/name/address/phone & fax #s in
the heading and protect this part so that it remains permanent and apart from
the rest of the document.

Header, not heading. In particular the first-page header.

You may want to use the method in the Word 97 article even with later
version of Word.
