Default Object and picture positioning

I have been having a problem moving and adjusting the location of pictures
and objects in word. As I click, drag and release the object or picture, it
jumps to a slightly different location than where I wanted. It makes it
incrediblely difficutl to place lines, pictures, etc. The grid is not on, so
I do not know what is causing this. Also, if I use alt to disable the grid,
snap to actually turns on, reverse of what is supposed to happen.

Try holding the Alt key while you move it with your mouse, or the Ctrl key
while you use arrow keys to move it. More tips:
