Default Protected Document?

Hi Gang:

I am new to the Microsoft groups, so if I violate any rules, or etiquette,
please let me know.
Because I am one of the few people in our small company who have had any
formal Office training, I have been drafted to support our Office users in
Word, and they hope Excel.
Here is my first unsolvable problem:
A user has created a two section document with two sections, the first
section is protected (as Form), the second section is unproteded. The second
section contains a Table.
When the document is protectded as described, we can type in the second
section, but can not apply borders to the table.
I can not for the life of me, discover why.

Please help.

I can apply borders from the toolbar, but not from Format, Borders and Shading

Some of the formatting functions in Word are disabled in documents protected
for forms, even in unprotected areas or form fields. It is one of the
limitations of online forms.
