I want to turn off the old markups and start again from this point.
Maybe markups isn't the tool to use but it seems commonplace in this
office. So how would I reset markups just to show changes from this
point forward?

Turn off Track Changes. Accept or reject all changes, and save the document.
Turn on Track Changes again and start editing.
