Hi Pam,

Insert a section break in the second page.. go to Page Layout Breaks
Section Break Next Page.
Then go to page 3. select the footer. in the Header & Footer Tools Tab,
select Page number Format Page number. Select the number format and in Page
numbering select "start at" and specify 2.

This will not work because Word will still see the third page as an odd page
and will likely insert a blank odd page before page 2. If the outside sheet
is meant to be the cover, then the inside cover is not page 1; it is not
numbered. The first recto (right-hand) page must be page 1.
