Default link to previous disabled

I am using microsoft steps to modify header and footer only on specific
pages. Unfortunately I can't do it because the "link to previous" button is
permanently disabled. Can anyone help me?

Headers belong to Sections, not Pages. Do you have multiple Sections in
your document? Is the header for which the button is disabled in the first
Section of the document?
