Default Why can I no longer set tab stops in Word 2003?

Until a couple of days ago I could set up tab stops but now I can't. I also
can no longer move the ruler guides on the horizontal ruler but I can on the
vertical ruler. Any suggestions?

How about if you use Format/Tabs? Do any settings you make in there "stick" in
the document?
