Default Track Changes Word 2003

When turning off Track Changes and I open another document and start editing
the track changes shows. How to turn track changes off and have no edits
show. I've gone to Tools-Options and unchecked "Keep changes....". I've
gone into File Properties - Custom - deleted all that I could in the box.
What am I missing.

Accept all changes.
