Default Vertical ruler does not display top margins of less than 1 inch

In Word 2003, in the Page Layout view, when I change the top margin to less
than 1 inch, the markings on the vertical ruler above the top margin will
disappear. Therefore I cannot easily read what the top margin is when it is
less than 1 inch.
(Note that this is not the "white space" problem where the header disappears.)

Is this a known Word 2003 problem? Does anyone know of a fix?

I do see that behavior in Word 2003; I don't have access at the moment to
earlier versions to see whether it's new or old behavior.

I don't think I'd call it a "problem", because the markings are so imprecise
that you can't really tell much by looking at them even when they're
visible. There are two ways to set or find out the exact value:

- Quickly: Hold the Alt key while you click or drag the boundary between the
header and non-header areas on the vertical ruler. The measurement appears
within the ruler. If you're "just looking", be careful not to drag, as that
will change the setting (but Undo will restore it if you do).

- Slower, but more precise and less risky: Display the File Page Setup
dialog (Alt+f, u) and type a value in the Top box.

This doesn't happen in 2000, but in 2003 it seems that the sub-unit markings
vanish with the displayed number. If the margin is less than whatever
increment is marked with a number - 1" or 1cm or 20mm or 36points - the
markings vanish.
