Default WinAnsi Encoding How do I make it readable

I downloaded a pdf file. When when I open the document (Microsoft Word), it
asks me to select encoding that will make the document readable. The
encoding of the document is WinAnsi

Word cannot open .pdf files. You need Adobe Acrobat, Adobe Reader, or
one of the many Acrobat clones that are now available. http://www.adobe.com
