Default Word Document-read only

I have created a word document as read only but when you go to open this it
still asks for the password.

Default Word Document-read only

The password is only required if you want to open the file for editing.
Anyone can open the file as Read Only by simply clicking that button (rather
than 'OK') in the prompt dialog.
