Default neither shift keys work

neither of my shift keys work, so i can't bring up caps or symbols in any
program. stickykeys are off, and i've tried a host of possible solutions. i
reckon im a fool and have somehow locked off the shift function..help much
appreciated.

Does it do this in all programs or just Office? Do you have a different
keyboard to try on that computer?
