Default How to setup the Default Save in Word 2007

I know that you can go into the word options and set the "Save files in this
format" to save in Word 97-2003 however this seems to be only for the user
logged in. I need to be able to set this as default on all users regardless
of what machine they are using. So is there a way to make it not "Profile"
specific? We have 1300 computers and any files being sent off of our network
are creating issues with other organizations so for now I want to make this
the default. Any suggestions? Thanks.
