No. The margins are actually for the entire document or section; you can't
set different margins for a specific part without inserting section breaks.

If you have not used Section Breaks in the doc you can effectively change
the margins throughout regardless of where your insertion point is when you
make the changes. If section breaks are used there's just a little more to
take into consideration.

BTW, You can also change the margin settings using the Ruler - you don't
have to go into Page Setup at all.
