Default How do I change the opening format settings (e.g. font) in Word?

Attempting to standardise the font size, font type, header & footer details
for a number of users. Want to fix these settings in Word for every new
document opened by the user. Saving one template and setting short-cuts to
the template does not seem to work.

Windows XP 5.1 & MS Word 2003 are the versions.

Can anybody help?
