Default format as you type is not holding

My organization is using Word 2003. One of our users is trying to format as
you type (Ctrl + U). When she uses the keystroke command or a formatting
icon such as underline, italic, etc. the formating appears and she types her
text. When she turns the formatting off (CTRL + U), it is removed from the
intended text. It is specific to certain documents. When I tried to
duplicate the problem in a blank document, I didn't get the same results.
Any suggestions? Thank you.

Tools + Options + Edit + uncheck When selecting, automatically select entire
word.
