It depends on whether you want this for a web site or for a document.
If you are creating a web page, you can use the Format Background
option. But this won't help if you're creating a document.

In it, you'll see how you can take any image and use it as a border or
background image in a document.

Go to the Format menu, then Background, then Fill Effects, then the Picture
tab and then click on Select Picture button, then find the file location and
click open. Tada! Its like magic!
