Default Editing downloaded document

At the bottom of the following page is a file called "2006 Local
Scholarship Application". I downloaded it and need to change some of
the margins in the table, but I am not able to. I am using Word 2000.

I certainly feel stupid. The document was protected. Isn't it great
when you ask a question and then answer it within a minute.
