Default Info baloons

When using Word 2003, from the file open view, when the mouse stop's on a
file or folder I no longer get the popup baloon with modified, and other
related info for that document.

Did you uncheck ScreenTips under Tools--Options--View?

This is a Windows setting. In Windows Explorer, Tools | Folder Options |
View, check the box for "Show pop-up description for folder and desktop
items."
